President, Trevor Devine, PhD
A highly accomplished executive leader, having served in the USMCR for 33 years (Colonel, retired) and concurrently in the DEA (Special Agent/Pilot, retired) for 22 years, Trevor possesses a unique blend of military, law enforcement, and international business expertise. As a Marine, he completed reconnaissance, parachute, JTAC, and combat dive training and applied these skills while leading multiple joint special forces units and deploying on six combat tours. As a DEA S/A Pilot, Trevor flew over 7,000 fixed and rotary-wing piloting hours while supporting ISR, tactical, medevac, and other law enforcement missions. Trevor now leverages his extensive leadership and special operations background to provide international security and defense consulting services as well as to propel ILS Defense to the next level. He holds a PhD in Public Safety Leadership and is a California Southern University criminal justice/business adjunct professor.
Chief Business Development Officer, Bobby Boatwright
Bobby is a dynamic executive and decorated military leader with a proven track record of driving innovation and growth in the defense industry. He is the Senior Business Development Executive at ILS Defense, leveraging his extensive experience to forge strategic partnerships and secure lucrative contracts. Bobby’s 20+ years in the defense sector, including leadership roles at Day & Zimmerman, General Dynamics–OTS, Chemring Ordnance, Valor Tactical, and BAE, have equipped him with deep expertise in international USG contract sales, ammunition, weapons, and warhead design and development. His ability to bridge the gap between industry and commercial sales brings a unique and valuable perspective to the ILS team.
Bobby’s distinguished seven-year service in the USAF, including his participation in Desert Storm, further underscores his commitment to national security and his understanding of the complex challenges faced by the defense industry. His leadership and vision will undoubtedly play a pivotal role in shaping the future of ILS Defense and strengthening its position as a leader in the global defense market.

Gunner, a seasoned leader with decades of hands-on experience in military and law enforcement, brings a unique blend of combat expertise and entrepreneurial acumen to the role of Chief Technology Officer. His background as a weapons armorer, combat engineer, and innovative inventor, coupled with his international defense industry consulting experience, positions him to spearhead the development of groundbreaking defense technologies.
Gunner’s proven track record of founding and operating a highly successful company providing tactical training for government and private security agencies, along with his leadership of a police SWAT team for over a decade, demonstrates his deep understanding of the operational challenges faced by military and law enforcement personnel. He maintains close relationships with key figures in the global military and police sectors, actively seeking their input and feedback to inform the development of cutting-edge remote launcher system technology that directly enhances their safety and mission effectiveness.
